feat(scanner): 初始化扫描仪SDK基础类型和常量定义
- 添加.gitignore文件，排除编译输出和IDE配置文件 - 定义HGDef.h头文件，包含平台相关类型和宏定义 - 创建HGDef.java接口，映射C语言类型到Java JNA类型 - 添加HGScannerConstants.java，定义扫描仪相关常量 - 创建HGScannerLib.h头文件，声明扫描仪库接口和常量
